In Virtue of the Powers conferred on me by the Agreement made in the Year Nineteen Hundred and Nine between the High Commissioner of the Federated Malay States acting on behalf of the Government of his Majesty the king, Emperor of India, and the Rulers of the Federated Malay States of Perak, Selangor, Pahang and Negri Semilan, and subject to the approval of the King's most excellent Majesty,
I, SIR ARTHUR HENDERSON YOUNG, Knight Grand Cross of the most Distinguished order of Saint Michael and Saint George, high commissioner of the Federated Malay States, do hereby Nominate and Appoint You CHUNG THYE PHIN, to be a member of the Federal council of the Federated Malay States during the temporary absence on leave of the Honourable Mr. EU TONG SEN.
